Hire MoVal Program

The Hire MoVal program provides incentives to businesses located in Moreno Valley who hire Moreno Valley residents. The newest Hire MoVal program incentive is the Hire a MoVal Grad program.

The Hire a MoVal Grad Program will provide a cash incentive to businesses that hire and retain Moreno Valley residents that have earned a degree or certificate from among any accredited Riverside County educational institutions or completed a Career Technical Education (CTE) course sequence from the Riverside County Office of Education. The purpose of this program is to encourage employers to fill their growing demands by hiring and retaining local talent. Employers can earn up to $1,000 per qualified new hire (up to a maximum of $5,000 per Employer), per program year that the program is sponsored.

Hire a MoVal Grad Program Requirements

Employers interested in participating in the program should begin by filling out the registration form (see the Forms link below) and submit it along with a letter of interest. Letters of interest include the following:

  • Name of Business
  • Contact Name
  • Physical Address of Business
  • Phone and Email Address
  • No. of Employees
  • A request to participate in the program and year interested in participating (2017/18 and/or 2018/19)


  • Employers must be businesses located in Moreno Valley.
  • Employers must have a current valid City of Moreno Valley Business License.
  • Employers must retain program qualified employees for a minimum of six months and employees must work a minimum of 35 hours per week. (Payroll Verification Form is available below).
  • Employees must be residents of Moreno Valley.
  • Employees must have earned a degree, certificate or completed a CTE Course Sequence through the Riverside County Office of Education within the past 2 years.
  • After 6 months of employment, an Employer may submit an application (Application Form available below), along with supporting documentation, including a copy of the Employee’s payroll record. (Payroll Verification Form available below)
  • 2017/18 Program Year runs – March 7, 2017 through June 30, 2018.
  • 2018/19 Program Year runs – July 1, 2018 through June 30, 2019.

  • Registrations WILL NOT substitute for submission of an Application and supporting documentation
  • Incentive awards are made on a first come basis of all qualified application submissions until funding is depleted and/or the program is terminated, in the event qualified applications are received at the same time with other qualified applications, those who Register will be given first review for consideration.

  • Submissions that are incomplete or do not meet program requirements will be disqualified.
  • The City has final say in determining all incentive awards.
  • Please allow 8 – 12 weeks for processing and notification of incentive award.
  • Incentives may be taxable. Employers are urged to consult their tax advisor concerning the taxability of incentives. All taxes are the responsible of those who receive an incentive.
