City Council to wrap up discussion of city General Plan

The Moreno Valley City Council is expected to wrap up its review and make its determination on the City’s General Plan on Tuesday, July 11, 2006. Between May 2006 and June 2006, the City Council conducted three public hearings on the update to the City’s General Plan.

A General Plan provides guidance for the physical development of the City and addresses such matters as land use, circulation, parks and public safety. The current hearings are for consideration of a comprehensive update to the City’s General Plan which was initially adopted in September 1988.

The primary changes to the document are as follows:

• Simplification of the document. The General Plan was initially established prior to other City documents, and therefore, the document provided standards and details in addition to providing general guidance. As the City has, over time, adopted a Municipal Code, Public Works Standards, Landscape Guidelines and other implementing documents, the General Plan can be simplified to be only a guidance document as intended by State Law.

• Changes to land use to provide a more balanced community of housing, employment and economic viability.

• Changes to circulation reflecting regional, community and future growth needs.

The draft General Plan is available for review on the City’s website at www.moreno-valley.ca.us, or can be reviewed at City Hall, the Storefront Library, or at the Senior Center. The City Council hearing will be held in the City’s Council Chamber at 6:30 p.m. on July 11, 2006.
