Balloting Begins for Residential Streetlights

The Moreno Valley Community Services District (CSD) has initiated a process to fund the increased costs associated with the streetlights located in residential neighborhoods in Moreno Valley.  The annual parcel charge paid by property owners for residential streetlights has not increased since 1996.  However, recent electrical rate increases imposed by the electric utility providers and additional increases approved by the California Public Utilities Commission to take effect in 2009 and 2010 have significantly impacted the cost that the CSD pays to operate the residential streetlights. 

There are more than 8,500 streetlights within residential neighborhoods throughout the Moreno Valley CSD.  Prior to the recent increases, the cost to operate all of the residential streetlights averaged $101,369 per month.  For fiscal year 2009/10, the electric utility costs represent 86% of the CSD’s total operating budget for residential streetlights, with the remaining portion used for administration and maintenance coordination. 

Three Informational Meetings have been scheduled, along with one Public Meeting and one Public Hearing.  All of the meetings will be held in the City Hall Council Chamber located at 14177 Frederick Street:

Property owners who received ballots must return them to the Moreno Valley City Clerk no later than 6:30 p.m. on June 9. 

If the proposed increase is approved, it would equate up to an additional $1.33 per parcel, per month, depending on the current charge on the parcel.  This increase would change the current annual charge from either $23 or $24 to $39 per parcel.  If the increase is not approved, residential street lighting services may be reduced to a level consistent with available funding.  Reductions could range from limiting the hours of streetlight operations, to turning off and/or removing a portion of the streetlights.  Reinstallation of removed streetlights would require property owners to ballot and approve paying for the reinstallation of the streetlights, along with the annual charge for ongoing costs for electrical energy, maintenance and administration.
