City Welcomes New Financial and
Administrative Services Director

Interim City Manager William L. Bopf has appointed Richard Teichert as the Financial and Administrative Services Director. Teichert was selected after an open and competitive recruitment and will fill the position left vacant by the departure of Steve Elam in June. Teichert will oversee the Financial Operations, Treasury Operations, Purchasing and Facilities, Technology Services, and Animal Services Divisions of the City.

Teichert has 26 years of executive level experience, including 5 years as the City of Moreno Valley’s Finance Director from 1992 to 1997. "Rick's familiarity with Moreno Valley as well as his extensive experience managing financial services for a variety of organizations makes him an excellent choice for this position,” said Bopf. "We are excited to have Rick return to the City where he successfully implemented many cost saving measures during the financial crisis of the 1990's."

Over the course of his career, Teichert has been the Chief Financial Officer for several government agencies. For the past four years he has worked as the Deputy Executive Director/Treasurer for the Sacramento Public Library Authority, which is a joint powers authority overseeing a 27-branch library system. He has also served as Chief Operations Officer for the Children and Families Commission of Orange County and the Deputy Director of Finance/Operations Director for the Orange County Transportation Authority.

Teichert has a Bachelor’s Degree in Business Administration and Accounting from California State University, Fullerton and is a Certified Internal Auditor. Monday, August 9th was Teichert’s first day working for the City.
