City Council Approves One-Time
Business License Tax Amnesty Program

Moreno Valley Municipal Code requires all businesses that are physically located in Moreno Valley or that operate in Moreno Valley to obtain a business license.

To improve compliance rates, the Moreno Valley City Council unanimously approved a one-time Business License Amnesty Program, effective September 14, 2011 through January 31, 2012. The Business License Amnesty Program waives the penalties and interest that are currently applied to delinquent amounts owed by non-compliant businesses.

For businesses that participate in the Business License Amnesty Program, the City will charge their business license fees for the current year and for each non-compliant year the business operated, up to a maximum of three prior years, but will waive all penalties and interest that would otherwise be due. For any business that has been non-compliant for more than four years, Business License fees owed for the extended non-compliant years are also waived. For example: a business that has been operating for four or more years without a City business license will only pay Business License fees for 4 years and no finance charges or penalties will be collected.

Oscar Valdepeña, President/CEO of the Moreno Valley Chamber of Commerce and who introduced the Business License Amnesty Program to the City, stated, "The idea is to bring businesses into compliance and give the businesses a chance to operate and possibly expand without the risk of fines and possible citations."

This one-time only Business License Amnesty Program expires January 31, 2012.

Additional information about business licensing is available on the City's website: or you may contact the City's Business License Office at 413.3080.
