Notice of Public Availability Final Energy Efficiency and Climate Action Strategy for the City of Moreno Valley
On October 9, 2012, the Moreno Valley City Council approved the Energy Efficiency and Climate Action Strategy and the related Greenhouse Gas Analysis. The Strategy and Analysis documents identify potential programs and policies to reduce overall City energy consumption and increase the use of renewable energy. The Strategy also prioritizes implementation of programs, policies, and projects based upon energy efficiency, cost efficiency and potential resources.
The Greenhouse Gas Analysis provides a more scientific approach and recommends a target to reducing community-wide GHG emissions consistent with the State reduction goals in Assembly Bill (AB) 32, the legislation that provides the basis of the State’s climate action initiatives.
The City Council direction with the Strategy is to lead by example in the implementation of best practices for energy efficiency. The Energy Efficiency and Climate Action Strategy and the related Greenhouse Gas Analysis provide information for the general public and the City as an organization to become more energy efficient.
Development of the Strategy was funded by a Federal Stimulus Package Energy Efficiency and Conservation Block Grant to undertake several projects to reduce the City’s energy use and consequently its greenhouse gas emissions. Please see the links below for a copy of The Final Energy Efficiency and Climate Action Strategy and the related Greenhouse Gas Analysis.

Here are energy efficiency and renewable energy financing options.
With CaliforniaFIRST, you receive funding for energy efficiency, renewable energy, and water efficiency improvements and repay the financed amount on your property tax bill over the course of up to 25 years.
WRCOG's HERO Program
WRCOG’s HERO Program provides financing to property owners to implement a range of energy saving, renewable energy, and water conserving improvements to their homes and businesses. Improvements must be permanently fixed to the property and must meet certain criteria to be eligible for financing. Financing is paid back through a lien placed on the property tax bill. The HERO Program was initiated in December 2011 and has been expanded (an effort called “California HERO”) to allow for jurisdictions throughout the state to join WRCOG’s Program and allow property owners in these jurisdictions to participate.
Access the residential HERO Program website or the Samas Commercial Program website to learn more about the Program, eligible products, and how to apply.
