THE SALARY: $6744 - $9495 monthly.
THE BENEFITS: Excellent benefits are available through a current cafeteria plan of $13,629 annually which offers medical, dental, vision coverage, and dependent care for the employee and eligible dependents or may be taken as direct salary with proof of health coverage; PERS (2.7% @ 55), including the employee's share (8% of salary); educational reimbursement of $1500 annually; 252 hours of annual leave; 11 paid holidays; fully paid Long Term Disability; a deferred compensation plan; life insurance equal to 2 times salary; and a 2% management package.
THE POSITION: Under general management, this position will perform responsible Professional Civil Engineering work in supervising, reviewing, and preparing studies, designs, plans, specifications, estimates, and reports relating to the design, construction, operation, and maintenance of a wide variety of municipal and building projects; supervise and participate in the budget preparation for the Division; and coordinate activities with other City departments, governmental agencies, utility companies, private project developers, and training and evaluation of staff.
EXAMPLES OF DUTIES: Manage engineering plan review and inspection services; coordinate projects with other City Departments, public agencies, and utility companies; confer with contractors and engineers on matters relating to public works design and construction, and provide engineering information and advice; assist in departmental budget preparation and administration; direct the maintenance of records, field notes, reports, payments, change orders, and similar engineering records; supervise, and evaluate professional, technical, and clerical staff; research, prepare, and present verbal and written feasibility studies, technical research, reports and correspondence; provide quality customer service; and perform related duties as required. Work with Caltrans for federal-aid funding, prepare grant applications, and insures that projects are in compliance with state and federal requirements. The incumbent will attend necessary City Council meetings to represent the Public Works Department. As Project Manager, will be responsible for managing consultants and contractors as well as be accountable for timelines, cost, and quality of assigned projects.
MINIMUM QUALIFICATIONS: Training and Experience – A Bachelor’s Degree in Civil Engineering or a closely related field. Six years professional engineering experience or an equivalent combination of training and experience. Two years of supervisory experience is desirable. Knowledge and Abilities - Must possess knowledge of the principles and practices of civil engineering; applicable local, state, and federal laws, regulations and technical requirements regarding the funding and implementation of Capital Improvement Projects, municipal public works administration, planning, and design; safety principles, practices and procedures; laws and regulatory codes relevant to design and construction of municipal and building projects; the methods, materials, and techniques employed in the design and construction of public works projects and project management. Must have the ability to apply and interpret regulations, laws, and technical requirements which relate to public works; supervise, train, and evaluate subordinate personnel; utilize computer aided drafting and design equipment; prepare well-written and technically correct City Council reports and special studies and perform technical research; establish and maintain effective working relationships; review complex engineering calculations and prepare detailed and analytical reports; manage and direct subordinates constructively; communicate clearly and concisely, both orally and in writing; speak effectively in public; and promote quality customer service.
LICENSES AND CERTIFICATES: A valid California driver’s license and a functional vehicle to visit project sites and attend off-site meetings. A Certificate of Registration as a Professional Civil Engineer in the State of California.
SELECTION PROCESS: Following an administrative review of each application, only the most qualified applicants will be invited to an oral interview and/or testing. The successful candidate will be required to pass a medical examination, and submit original documentation to establish both work authorization and identity (per the Immigration Reform and Control Act of 1986). Criminal background investigations will be conducted, and a Drug Screening Test will be required.
