Neighborhood Stabilization Program

The Federal government recently approved ‘emergency’ legislation that will provide Community Development Block Grants (CDBG) to local governments to address the foreclosure crisis.

The City of Moreno Valley has been allocated $11,390,116 to implement an 18-month Neighborhood Stabilization Program (NSP) aimed at assisting the City’s areas most affected by abandoned and foreclosed homes.

The federal grant requires cities to use at least 25% of the funds to assist households earning below 50% of the area median income. The balance of the NSP funds may be used to assist households earning up to 120% of area median income. For more information about area median income qualifications, please refer to the income limit chart.

Moreno Valley’s NSP program is designed to assist the City’s areas that have been most affected by abandoned and foreclosed homes by:

  • Encouraging homeownership with down payment assistance for first time homebuyers. Please contact the Neighborhood Preservation Division for current details.
  • Rehabilitating multi-family units for rental to income-qualified renters earning up to 50% of the Area Median Income (AMI). For rental information, please contact the onsite property manager at 951.656.2500. For information about currently available affordable rental units, click here.
  • Rehabilitating foreclosed single-family properties for the purpose of resale to income-eligible homebuyers earning up to 120% AMI. The NSP single-family properties have been recently renovated, come with a one-year home warranty, and may be eligible for down payment assistance (depending upon homebuyer qualifications). Quarterly Reports

The NSP Quarterly Performance Report (QPR) provides an overview of the City's NSP program activity.   Quarterly reporting periods are January to March, April to June, July to September; and October to December.  The reporting period ends the last day of each quarter.  QPRs are due to HUD for review and approval by the last day of the month following the end of the reporting period.
QPRs provide detailed information regarding:

  • The status of the program;
  • The amount of program funds obligated and/or expended during the reporting period;
  • The amount of program funds obligated and/or expended to date;
  • Street addresses of properties acquired, rehabilitated, and sold;
  • Program beneficiaries (i.e. number of households and income levels);
  • Program accomplishments and achievements; and
  • Program challenges
