Message from the Chief

Article 13, Section 35 (2) of the California Constitution states, “The protection of the public safety is the first responsibility of local government…” The men and women of the Moreno Valley Police Department are single-minded in this responsibility. Our vision is a safe community where our residents and visitors are free to pursue their dreams and the highest possible quality of life.

To deliver our public safety mission, we employ a policing model that emphasizes community partnerships, proactive specialized teams and multiagency partnerships. Our proactive teams include a Problem Oriented Policing Team (POP), a Career Criminal Apprehension Team (CCAT), two gang teams and a representative on the Regional Gang Task Force, a narcotics team, a nationally recognized Traffic Team, Burglary and Robbery Suppression Teams (BST & RST), a Community Services Team, and the Youth Accountability Team (YAT). Included in our specialized and proactive policing model are partnerships with Riverside County Probation Department, Child Protective Services, Adult Protective Services, the District Attorney’s Office, and a variety of City departments. We have representatives from nearly all of these departments stationed in our facility and partnering with our police force every day. The Mayor, City Council and the City Manager’s Office have consistently demonstrated their commitment to public safety through the years by working to maintain an appropriate level of funding required to continue to provide exceptional public safety services. The Police Department budget currently represents 51% of the City’s General Fund budget. Their collective foresight and support has helped the City to realize a nearly 60% reduction in serious crime over the past twenty years. (FBI Uniform Crime Report 1991-2011)

My appointment as your Chief of Police brings with it more than 25 years of law enforcement experience. I have been fortunate to spend nearly half my career working in the City of Moreno Valley. My officers and staff understand and support my vision of an ever safer Moreno Valley. They also understand that professionalism and quality customer service is critical to the success of our partnerships and mission. My expectation is that every member of the Moreno Valley Police Department will be worthy of your trust and serve you with honor, dignity, and courtesy.

  • Citywide Surveillance Camera System
    "The Moreno Valley Police Department has identified a citywide surveillance camera system as a way to enhance public safety without adding police officers. In other communities, the use of citywide camera surveillance systems has led to the identification and arrest of suspects in a multitude of crimes. The Police Department provides law enforcement services and coordinates the overall operations of the Police Department including patrol, traffic enforcement, crime prevention, detective unit, and special enforcement.

Moreno Valley has established a first-rate law enforcement program. The City of Moreno Valley contracts police services from the Riverside County Sheriff's Department.

Our Award-Winning Policing Programs

The Moreno Valley Police Traffic Team has been recognized both at the state and national level for its innovative traffic programs. The Traffic Team is always looking for new ways to keep our roadways safe for the motoring public. We focus our efforts on establishing programs that include Speed Awareness, Occupant Protection and DUI Enforcement. Some of these programs include:

  • School Zone Enforcement
  • Traffic Complaint Program
  • Pedestrian Decoy Operation (Santa in Crosswalk)
  • Radar Trailer / Speed Program
  • School Presentations on the use of Bicycle Helmets, Pedestrian Safety, Drinking and Driving, etc.
  • "Click It or Ticket" Campaign (Seat Belt Enforcement)

    The Moreno Valley Police Department has a direct line for reporting non-emergency incidents. This staffed twenty-four number helps our dispatchers more effectively assign police officers and keeps the 911 system free for emergency calls.  These incidents include, but are not limited to:
    - Fireworks
    - Large Parties
    - Loud Music
    - Barking Dogs
  • Mobile 911 within City Limits: 951.684.0911
    Persons within city limits who wish to reach 911 from their cell phone may chose to dial 951.684.0911. This number will give the caller a direct line to Moreno Valley Police Department dispatch.

    If a caller dials 911 from a cell phone, they will receive the California Highway Patrol dispatch. Matters involving incidents on the State Highways or Freeways fall under the jurisdiction of the CHP.
    Matters within city limits, fall in the jurisdiction of the Moreno Valley Police Department.

False Alarms

A citizen who wants to appeal the validity of a false alarm determination by the police or fire department may appeal to the appropriate appeal officer or designee. The appeal must be in writing and must be requested within ten (10) days of the alarm user having received a notice of the false alarm.
