S.T.A.R.S After School Program
The S.T.A.R.S. After School Program provides literacy, academic enrichment, and safe constructive alternatives for students. The program includes homework assistance, arts and crafts, physical education, indoor and outdoor activities, games, and much more. If interested, please fill out an application, S.T.A.R.S. The S.T.A.R.S. (Students and Teachers Achieving Real Success) team of 300 staff members provides service to about 3950 children and 43 school sites. To ensure safety and individual attention, a staff ratio of no greater than 1 staff member to 20 children is maintained at all times. All staff members are City employees and are trained to provide an organized, well-supervised, structured and caring environment. Our staff members are CPR and First Aid Certified, TB tested, have cleared a Department of Justice background check, and have passed the Basic Skills Test administered by the Moreno Valley Unified School District.
The City of Moreno Valley works in cooperation with both the Moreno Valley and Val Verde Unified School Districts to provide services to children and their families. The Parks and Community Services Department is proud to collaborate with these school districts in order to keep the children in our community safe and involved in after school activities.
Our Philosophy
The S.T.A.R.S. program strives to help each child in our care have the best day possible, each and every day. 
Our staff provides active, child-centered learning environments that are structured with each child’s development in mind. The activities are presented to foster the ideas, interests, skills, opinions and curiosities of the children. Parents are invited to participate in all areas of their child’s day and encouraged to discuss their care preferences with program staff. Staff observations of each child’s interests, skills and development are the basis for planned and spontaneous activities, which open the door to new experiences and learning opportunities. Diversity of culture and ethnicity is honored and celebrated. Staff members work in teams to implement a nurturing environment that assists children and families and respects the unique qualities and skills of each child.
