City of Moreno Valley Mourns Loss of Mayor Pro Tem Victoria Baca

Mayor's Address to Focus on Community Strength

For immediate release: October 6, 2021

The City of Moreno Valley is mourning the loss of Mayor Pro Tem Victoria Baca, who passed away on October 6 after a long illness.

"Victoria Baca exemplified what it meant to be a true public servant. She brought knowledge, compassion, enthusiasm, and a genuine love for the community to the City Council," said Dr. Yxstian Gutierrez, Mayor of Moreno Valley. "As she battled her illness, she continued to connect with and serve the residents of District 1. It was a testament to her unwavering dedication to Moreno Valley. It's an incredible loss for the City, and I will miss her not only as a colleague, but also as a friend."

Mayor Pro Tem Baca made history in 2012 as the first Latina elected to the Moreno Valley City Council. A year later, she was voted by her fellow Council Members to be Mayor Pro Tem, and was re-elected to represent District 1 in 2016 and 2020.

Mayor Pro Tem Baca was a tireless advocate for public education. She was the owner and operator of an education consulting firm, and in 2006 she was the first Latina elected to serve as a member of the Moreno Valley Unified School District Board of Trustees. She credited her mother's strong belief in the power of public education as inspiration to pursue her own career as an education consultant.

Her community involvement in Moreno Valley was unparalleled. She was one of the founding members of the Moreno Valley Hispanic Chamber of Commerce, and the first Latina to serve on the March Joint Powers Commission. She was also a member of the Library Commission, the School District/City Joint Task Force, a member of the Inland Empire GI Forum, a former director of the Inland Empire Regional Mexican American Political Association, and a member of the Western Regional Council of Governments (WRCOG).

Originally a Los Angeles native, Mayor Pro Tem Baca earned a Bachelor of Arts degree in psychology from California State University, San Bernardino, a Master's degree from Chapman University, and a Master's in Governance from the California School Boards Association.

Mayor Pro Tem Baca leaves behind a daughter, three grandchildren and one great-grandchild. Her family has requested privacy at this time.

la Pérdida de Alcaldesa Provisional Victoria Baca

La ciudad de Moreno Valley está de luto por la pérdida de la alcaldesa provisional Victoria Baca, quien falleció el 6 de octubre, después de una larga enfermedad.

"Victoria Baca ejemplifica lo que significa ser una verdadera servidora pública. Ella trajo conocimiento, compasión, entusiasmo y un amor genuino por la comunidad al Concejo Municipal", dijo el Dr. Yxstian Gutiérrez, Alcalde de Moreno Valley. "Mientras luchaba contra su enfermedad, continuó conectándose y sirviendo a los residentes del Distrito 1. Fue un testimonio de su dedicación a Moreno Valley. Es una pérdida increíble para la Ciudad, y la extrañaré no solo como colega, sino también como amiga".

La Alcaldesa Provisional Baca hizo historia en 2012 como la primera Latina elegida para el Concejo Municipal de Moreno Valley. Un año después, fue votada por sus compañeros del Consejo para ser Alcaldesa Provisional, y fue reelegida para representar al Distrito 1 en 2016 y 2020.

La Alcaldesa Provisional Baca fue una incansable defensora de la educación pública. Ella era propietaria y operadora de una empresa de consultoría en educación, y en 2006 fue la primera Latina elegida para servir como miembra de la Junta Directiva del Distrito Escolar Unificado de Moreno Valley. Ella le dio crédito a la fuerte creencia de su madre en el poder de la educación pública como inspiración para seguir su propia carrera como consultora en educación.

Su participación comunitaria en Moreno Valley fue incomparable. Fue una de las miembras fundadoras de la Cámara de Comercio Hispana de Moreno Valley y la primera Latina en servir en la Comisión de Poderes Conjuntos de March. También fue miembra de la Comisión de Bibliotecas, el Grupo de Trabajo Conjunto Distrito Escolar/Ciudad, miembra del Inland Empire GI Forum, exdirectora de la Asociación Política Regional México Americana del Inland Empire y miembra del Cónsul de Gobiernos de la Región Oeste (WRCOG).

Originalmente de Los Ángeles, la Alcaldesa Provisional Baca obtuvo un bachillerato de artes en psicología de la Universidad Estatal de California en San Bernardino, una maestría de la Universidad Chapman y una maestría en Gobernanza de la Asociación de Juntas Escolares de California. 

La Alcaldesa Provisional Baca deja una hija, tres nietos y un bisnieto. Su familia ha solicitado privacidad en este momento.
