Service Districts

Celebration Park.

At the request of the qualified electors, the City has created several special financing districts to fund certain programs benefiting the properties within the district.

These programs include:

Funding for the programs is generated from parcel charges, special assessments or special taxes paid by property owners and collected as part of the annual County of Riverside property tax bills. Funds collected for each district and program are restricted and can only be used within that district and for that program.

Community Service Districts

  • Zone A — Parks and Community Services

    Services provided by the Parks and Community Services Department include maintenance of parkland and linear parkway sites, improved multi-use trails, facilities, and recreational programs for the City’s children, adults, and senior citizens.

  • Zone D — Parkway Landscape Maintenance

    Property owners within Zone D program boundaries fund the costs of public landscape maintenance of those parkways and/or medians which benefit their properties. Depending upon the amount of funding approved by the property owners within each tract, the frequency of services may vary.

  • Zone E — Extensive Parkway Landscape Maintenance

    The Zone E program funds and provides public landscape maintenance service for extensive landscaping existing in and around specific major residential/commercial development areas.  Depending upon the amount of funding approved by the property owners, the frequency of services may vary.

  • Zone M — Median Maintenance

    Property owners benefiting from the arterial medians fund the public landscape maintenance of certain medians included in the Zone M program.

  • Zone S — Sunnymead Boulevard Maintenance

    The Zone S program provides a funding mechanism and maintenance program for the public landscaping improvements installed as part of the Sunnymead Boulevard Revitalization Program. The frequency of service will vary based on the amount of funding approved by the property owners within this district.

Lighting and Landscape Maintenance Districts

  • Landscape Maintenance District 2014-01

    LMD 2014-01 provides funding for the operation and maintenance of certain street lights installed as part of a residential development.

  • Landscape Maintenance District No. 2014-02

    LMD 2014-02 provides funding for the maintenance of certain public landscaping installed as part of a specific development. The frequency of the services will vary depending on the amount of funding authorized by the property owners.

  • CFD No. 4-M

    CFD 4-M was formed in October 2005 to provide stormwater facilities maintenance for properties within the Centerpointe Business Park industrial development.

    CFD 2014-01 provides funding for the operation and maintenance of public landscaping, street lighting, and streets and drainage.
